Mizuki Takashiro is a young man who serves as the chief of the Kisarazu City Hall's "Do Anything Division". In emergencies he uses the element of water to become the dragon-themed hero, Sparkle Aqua. Studious, serious, and very determined, Mizuki can handle anything, except his teammate Ayahi (who is a huge superhero fan and gets overly excited when they get to transform and fight the Zaboon monsters)
