Neo-Human Empire Phantom Army (新人類帝国ファントム軍団 Shin Jinrui Teikoku Fantomu Gundan) is an evil psychic organization formed by Emperor Banba. He considers the psychic (mutant) to be a new kind of human being, destroying the old human being without psychic power, and trying to create a world where its belong to mutants with evil hearts. A ruthless dictatorship composed of Emperor Banba and his Phantom Soldiers, as well as Mutant Robots who blindly obey him.
